the Convention to be brought into force

within a few months time, the Conference

will have to consider whether the co-op-

eration of all the Signatory Powers 18

really essential in order to render the

purposes of the Convention effective, and

if you decide that it is not, which are

the Powers whose abstention will not in

the event nullify the co-operation of

the rest.

discuss the date as from which the Con-

vention shall come into force other than
